Astana is a gaudy monument to oil money. With its vast oil wealth and a population of less than 18 million, every citizen of Kazakhstan could be a millionaire. However, Nursultan Nazarbayevm, President of the country since it declared independence from the Soviet Union in 1991, had other ideas and an unknown amount of those oil riches have been funnelled to grow Astana, the country's brash new capital.
